• 1989 Report of the Advisory Council on Culture & Arts
– Marked the first dedicated recognition of the value of arts and culture for a maturing nation
– Highlighted the economic, personal and social importance of the arts

• 1995 Ministry of Information and the Arts and Singapore Tourist Promotion Board vision
– to develop Singapore into a ‘Global City of the Arts’ by 2000


• 1990s Creative Services Development Plan(Economic Development Board)
– Blueprint for the development of the film and music,media, design, arts and entertainment sectors

• 1990s Focus of policy and funding support on the cultural infrastructures
– to support artistic and heritage activities, which would generate economic benefits via tourism


• 2000s - Post-economic crisis of 2003 & 2008
– Two key prongs in policy thinking – economic and cultural & social


• Fostering creativity for the economy
– Recognition that Singapore’s economic success depended on maneuvering within a globalised world plus participating in a knowledge-based economy
– Aim to increase creative industries GDP contribution from 3% in 2004 to 6% by 2012
– Financially – via investment funds, funding schemes (grants for entrepreneurs and start-ups), tax concessions
